Action scenes like that it’s best to keep under 1/200 sec so you can capture their expression.
If be bumping up to 1/1000 to get the splashes, but open up a wider aperture to really emphasise on them with some exaggerated depth of field. 400mm, get a real distant look about it to enhance the isolation and helplessness.
I mean, if you can capture the water droplets in the sunlight, it could be really beautiful. OTOH, bokeh. 50/50

As long as ive got my tripod with me, I’d go far, far slower, clamp down that aperture, get real low on the i so, and go long exposure, up to 4/5 seconds depending on how bright it is out.
Silky smooth water as it flows, and a delightful blurry trail that disappears below the water.

4K video with a tripod and a good mic to capture all the sound quality
You’d have to meticulously prepare the area beforehand and then make sure that you throw the guy the right way
Hearing that gurgle as they slowly lose buoyancy is just peak.
Sometimes you have to put down the camera and just enjoy the natural beauty of a place.
I would use a tilt shift setup and then fast forward so it looked funny and animated.
Probably 1/1200. Depending on whether it’s overcast or not.
Not completely sure of proper shutter speeds, but will ask for proof of citizenship.

The slowest shutterr speed where I could still make out the agent without it getting too blury that way I know on this photo I have captured the maximum amount of time they spent suffering and condense it to a single image.

Hmm… Would seeing the ICE agent’s arms blurring from flailing about be more powerful than a crisp, clean shot? 🤔
Who says you have to choose. Set it to a lovely 100, then set it to a crisp 1200. Two, beautifully unique photographs.
Can you submit a photo to them if it’s grabbed from video? I would shoot a video and hope to grab a nice image from that.
