The move would set up a clash with Gov. Gavin Newsom, a chief critic of the president and an opponent of oil exploration in the Pacific
Could California simply sink ships and rigs and say it was terrorists or drug cartel?
That’s not legal. What’s much more likely is denying permits for onshore infrastructure which would support offshore oil drilling.
In this new paradigm, who’s to say? Have someone like Newsom issue an order to, say, the National Guard, and then see it wind its way through the courts to decide whether it really was, way after the fact.
