I don’t know about your personal circumstances, but accommodation is covered by the CSC scholarship, and it also has a tiny stipend. China is also quite cheap in terms of living expenses.

III. Scholarship Coverage

1. Tuition fees;

2. Free university dormitory or accommodation subsidy;

3. Stipend:

         Undergraduates: CNY 2,500 per month;

  Master’s students/general scholars: CNY 3,000 per month;

  Doctoral students/senior scholars: CNY 3,500 per month.

4. Comprehensive medical insurance:

         CNY 800 per person per year;

         CNY 400 per person (for programs lasting less than six months)

Have you looked into studying in China? They have a few scholarships for international students which could help such as the CSC. I came across this thread a while back on r/ChinaLiuXueSheng from a Palestinian student who got into Tsinghua with a scholarship which I hope could help.
