Is there decent quality TSS that has license for commercial use?

I have faceless YT channel and l need TSS for voice-over since my voice and mic really sucks

Here is my requirements:

It should be male voice
It should have at least decent quality
Allows you use it commercially (software and training model)
CPU should be sufficent to run
It should be FOSS and run on local machine

If you post a serious question on friday and are looking only for legitimate answers, then please include the [Serious] tag on your post. Irrelevant replies will then be removed by moderators.
