        I don’t know if the TFW program was used that way back in the 80’s. I was too young to remember.

        This abuse of the TFW program seems to have started with Harper. It’s the first time I heard about this problem, but I could be wrong.

          It was abused by millionaire farm owners who didn’t want to pay Canadians high enough wages and cried to the goverment about how hard-done they were.

          It’s since moved on to multimillionaire Tim Horton franchisee owners who need the TFW program so they can afford payments on their second mistresses third Mercedes.,
