The only way I can make any sense of this is if these are those fish that stick to the sides of sharks (remoras?), and saying “whee” because the chase is giving them a ride. But these are clearly not latched onto the side of the shark. So not only does that call into doubt if that’s what they are, it means they aren’t getting a ride, so why say “whee”?

I think they’re supposed to be, but the drawing makes a poor job of showing it.
Obligatory: Sharks kill only up to 8 people a year at its highest, they do not identify humans as food and likely all such attacks are mistakes by the shark or prompted by the humans. Humans kill one hundred million sharks per year, seriously, not a typo.
That’s 3 sharks per second, 24 hours a day. I’m going to need to find a source before I believe it.
