I’m not a gun guy, but that seems incredibly reckless. Seems like there’s lots of room for human or mechanical error when you’ve got the barrel pointed at someone and you’re whacking it against a hard surface. Pretty unlikely something like that falls within firearms safety best practices.
Gun person, and you’re correct; incredibly reckless. For the most part, AR platform weapons are drop safe. But depending on factors such as brand, firing pin material, or cartridge primer hardness, an impact to the end of the muzzle can cause a discharge.
Pretty unlikely, but extremely unsafe. No one with real training would do this. These are deputized dumbasses.
