    It makes sense if you view it through a lens of escalating rhetoric and actions.

    This is the USA testing the water (no pun intended) and seeing how international organizations and other states will respond to what, in my opinion, is probably a non sanctioned illegal attack on another country’s vessel. Forget the law for a second, this is going pretty far outside basic norms when it comes to how the US Navy usually is operating in that region.

    This is Trump and co seeing if there is an appetite for this thing and how far they can push the line.

    I doubt Maduro would flee in that manner but you’re right that sometimes the real world is pretty crazy and strange. I’m not down voting you, I think you have an interesting take - but in my opinion it’s more likely this was either some fishermen with bad luck caught up in something bigger or actual drug smuggling. Even if it is drug smuggling this sort of action is quite beyond the pale. It’s definitely an escalation towards outright war under some bullshit pretext.
