Yep the concept is called “vehicular cycling”. Proponents argue that cyclists fare the best when they act like and are treated as any other vehicle in traffic. It’s bullshit of course, cyclists are safer in dedicated infrastructure and we should try to transform urban areas habe less car-centric and more walkable in general.
