Bikes are a no go unless you stick to the expensive local shops. You’d need to walk and get a couple of busses or train+bus for anything else. Can order it online but then someone else is driving it anyway.
Subzero and snow sounds lovely at 100 days rain/year. We’re double that so it’s usually pissing in your face with rain and wind more often than not. There’s maybe a couple of weeks a year you’d actually want to be on a bike. I grew up in NJ and the roads were better there with 5ft of snow than a few inches here.
