Yes, the 6 means ‘ok’ and 5 is ‘average’. Relative to other titles of the 90s and even today (you can find recent titles with a score of 1 on the site), the manga avoids the ‘rape is sexy’ trope common in violent stories or the ‘sexual harassment is funny’ trope common in comedic situations.
And in the context of the 90s, it was quite something to have such a badass female character who’s on top of everything, hence the 6.
