Good guess but nope this was more a 1950s type city i think it’s was a bright early morning twilight type setting if that helps.
Even of this isn’t the right answer, it is the right answer.
This reminds me of the Adjustment Bureau maybe? But I haven’t seen that one for a long ass time.
There was a Twilight Zone episode (A Matter of Minutes) that I remember as being pretty similar.
