Germany has long standing bans for “emblems of anti constitutional organizations” (i.e. swastikas), incitement to hatred (“Volksverhetzung”) and of course copyright violations too. All three, BTW, forced on Germany by the US after WW2 for the first two and the latter was primarily US induced along the lines of DMCA, too. As such, Americans have no right to complain - their own country made it so, Germany is to blame only for listening to 'Murica at all (but it is not like they had a choice for the first two).

Fun fact: you think incitement memes are legal in the US? Think again. People get anti harassment court orders for less, and recently these orders also remove constitutional rights to self defense (something both Biden and Trump are in favor of).
