Yellowknife is actually just 1 degree colder in the winter than where I live. There are colder cities in the arctic, though…

Ironically, that’s not helpful with biking, I bike year round and keep warm. Works okay for walking and such, though.
I bike year round and yes it does, but you need to wear the right stuff which includes a water/windproof outer layer (otherwise, the wind pushes the cold right through your barriers, just like it would on a mountain).
It makes getting ready more of a hassle, riding more of a hassle, and you’ll want your outer layer to be vented with stuff like pit zips as well so you can dump off the extra heat you will inevitably build up pedaling. If you overheat and build up sweat inside, then stop, you’ll start to freeze especially if your layers don’t wick away and evaporate your sweat fast enough.
I like having my outer layer made out of a waterproof breathable material like eVent or Goretex, but they’re pricey. It’s not as nice as commuting in warmer weather, but it isn’t impossible.

Stay hydrated and maybe get an ebike lol. When it gets that hot I often skip using my regular bike in favor of my ebike, the wind helps a lot especially when you aren’t putting out a ton of effort.
The nearest public transit that gets anywhere near my workplace has its closest stop 35 minutes away.
Work is 37 minutes away, with general traffic.
So I can drive ALMOST the whole damn way to take public transit, or I can just drive to work.
Public transit does NOT exist for some people. Stop forcing it, because we sure as shit can’t count on votes to make it happen. I’ve been trying since my 20s.
Either this is something that is possible for you in which case you live in a well-designed city and are probably already used to making most of your trips using means other than cars. Or else this is not possible and that’s probably the fault of your poorly designed city for not prioritizing other modes of transport.
Either way, this is a stupid idea. The individual has next to no control in their ability to participate in this
