That’s probably street level on the other side of the building. What’s the problem?
There is a wall on the other side, you can see it in the picture. So even if it is street level someone really wanted that caravan there

You’re right, there is no wall in front of that motorhome (or whatever that is).

From the other side. If you look, it’s open, and appears to be street level on that side.
